In 1996, by order of the State Committee for Higher Education of the Russian Federation No. 1164 dated July 4, 1996, the military department of St. Petersburg State University of Technology named after. prof. Bonch-Bruevich was transformed into the Faculty of Military Training.

By the decision of the Academic Council of St. Petersburg State University of Technology. prof. M.A. Bonch-Bruevich “Protocol” No. 2 dated October 23, 2008 and by order of the university rector No. 395 dated October 29, 2008. The Institute of Military Education was created. The structural unit of which is the military department.

The military department provides training under military training programs from among citizens of the Russian Federation under the age of 30 who meet the requirements for officers, sergeants and reserve soldiers studying full-time in higher professional education programs that have state accreditation.

Admission to the military department is carried out on the basis of the voluntary desire of citizens, based on the selection made by the commission of the military department.

Reasons to enroll in the military department:

4. Instilling discipline and responsibility.

5. The ability to make decisions independently and carry them out.

Procedure for admission to the military department

Candidates for admission to the military department can be citizens of the Russian Federation under 30 years of age who are registered with the military commissariats, as well as in the military registration office of the university, studying full-time in the main educational programs of bachelor's and specialist's degrees.

Selection is carried out:

officers (reserve) from among 3rd and 4th year university students studying in basic undergraduate educational programs with subsequent completion of a master's degree and 2nd year students studying in basic specialty educational programs.

For military training programs soldiers and sergeants (reserve) from among 2nd and 3rd year undergraduate students.

To enter the military department you must:

Arrive at the military department at English Ave. 3 and write a statement addressed to the rector of the university.

Have with you:

A photocopy of the identity card of a citizen of the Russian Federation subject to conscription into the Armed Forces;

Photocopies of the 2nd, 3rd and 5th pages of the passport;

Photocopy of temporary registration;

Receive a referral from the military department to undergo a medical commission, professional psychological selection in the department of the military commissariat.

Go through a preliminary selection at the military commissariat department and submit documents to the educational part of the military department.

Pass physical training tests at the university’s physical education department.

Based on the results of the submitted documents, the commission of the military department selects candidates for concluding an agreement on training at the military department.

Based on the results of the commission’s work, an agreement is concluded with candidates for training at the military department and, by order of the university rector, they are allowed to study.

The order of training at the military department:

Classes are conducted using the military day method once a week.

According to training programs:

Reserve officers 2.5 years;

Reserve sergeants 2 years;

Reserve soldier for 1.5 years.

After completing the training course at the military department, training camps are held in the troops for a period of 1 month, at which the military oath is taken, and at the end of the training camp a final certification is carried out. If the certification results are positive and upon receipt of a university diploma, the student is awarded a military rank and enlisted in the reserve of the Armed Forces of the Russian Federation.

  • In 1929, the Higher Courses for Communications Engineers were located in house No. 61 on the Moika River embankment.
  • Since 1930, the Leningrad Institute of Communications Engineers (LIIS) has settled there. In the same year, a workers' faculty (workers' faculty) and a communications technical school were opened, forming a single structure with the institute, called the Leningrad Educational Communications Combine (LUKS).

  • 1945 - three faculties were opened: radio communications and broadcasting, telephone and telegraph communications, and evening education. The work of the graduate school has resumed. A military department and a television research laboratory were created.
  • 1947 - the first scientific and technical conference of the teaching staff was held, which later became annual. The Institute is entrusted with training specialists for foreign countries.
  • 1949 - the first research in Russia in the field of color and stereoscopic television began at the Department of Television.
  • 1959 - LEIS scientists and employees designed and built the first experimental tropospheric communication line in the USSR. About 10 new departments were created; 12 industry self-supporting research laboratories were organized. A scientific and training ground has been created in the village of Voeykovo near St. Petersburg (Leningrad). In 1959, an experimental television center was created, which, together with the Leningrad Television Studio, conducted weekly broadcasts.
  • 1960-1966 - LEIS is entrusted with the publication of Proceedings of educational institutes of communication. They would like to serve in the army or navy as officers, and at the same time there is a desire to acquire a thorough civilian specialty. Two degrees at the same time? It turns out that this is quite possible - there is a compromise option: enroll in the Military Training Center (MTC) at a civilian university.

In St. Petersburg, educational centers were created at four state universities: Baltic Technical (Voenmech), Marine Technical, Aerospace Instrumentation and the University of Telecommunications. prof. M. A. Bonch-Bruevich. The first intake was carried out back in 2006, and since then two graduations have been made, but many still do not know about such a universal form of obtaining full-time higher education. There is a reason for this: in the last three years there has been no enrollment in the UVC (as well as in military universities). But now the go-ahead has been received, and admission of first-year students will take place this summer. True, those who want to become a student at one of the named military training centers should hurry up - there are slightly different admission rules. However, let's talk about everything in order and using a specific example - the Educational Center of the St. Petersburg State University of Telecommunications. prof. M. A. Bonch-Bruevich (SPbSUT).

At first glance, the Military Training Center is a kind of symbiosis of civilian and military education. Boys and girls who enter the UVC study according to regular university programs and receive a civil diploma from St. Petersburg State University of Technology, which, as you know, is rated very highly. But every week one, and in the 4th–5th courses two or three days, these students devote themselves entirely to mastering a military specialty: in army uniform they study in the seven-story building of the Institute of Military Education (IVO) at 3 Anglisky Prospekt. In addition, the training program includes training camps and internships in military units. Simultaneously with graduation from the university, each graduate of the UVC is awarded another diploma in accordance with the specialty received and is assigned the military rank of “lieutenant”.

There is an analogy with the military university of the Ministry of Defense of the Russian Federation, but the UVC has a more gentle routine for student life. Along with receiving a military education, a full-fledged diploma from a civilian university is also issued. After graduation, you need to serve as an officer not for five years (as after a military university), but for three years.

St. Petersburg State University of Technology also has a military department - everyone has heard about this form of training for reserve officers since Soviet times. It and the UVC form the Institute of Military Education (IVO) of the university.

“Of course, there is a certain similarity between these two forms, but still the differences are significant,” explains Colonel Igor ShTERENBERG, deputy head of the IVO. – If students are enrolled in the military department after the second year, then they enter the UVC purposefully with mandatory officer service after graduation. The procedure for admitting first-year students to the UVC also differs. For them, the first instance is the military commissariat at their place of residence.”

It’s worth taking a closer look at the order of admission. At the military registration and enlistment office, the applicant’s personal file is drawn up, he undergoes a military medical commission, professional and psychological selection and receives a referral. With a sealed envelope with a personal file, direction and results of the Unified State Exam (mathematics, physics, Russian language), the applicant comes to St. Petersburg, where he submits documents to the admissions committee - until the end of July. Formally, you can send all this by mail, but practice shows that it is more reliable in person.

“As an exception, the rector of the university has been given the right to send those who want to study at the UVC to the military registration and enlistment office of St. Petersburg assigned to us - the combined Admiralteysky and Kirovsky districts, where they draw up the documents necessary for admission,” said the head of the UVC, Colonel Vitaly GIRSH. – It happens that for objective reasons, the military registration and enlistment office at the place of residence cannot do this on time. In short, the approach is individual, since we are also interested in the admission of well-prepared boys and girls. True, the admission procedure is somewhat different from the usual in universities: the Unified State Exam is in third place in importance. First, the state of health, then the results of professional and psychological selection (there are four groups of recommendations for admission based on the test results) and only then the Unified State Exam.”

What do students themselves think about studying at UVC? Here are just two first-hand opinions on the pros and cons.

Samson Kadashnikov, 4th year: “Before entering here, I managed to graduate from the Marine Fisheries College in Murmansk and work on support vessels of the Northern Fleet, so I made my choice of profession quite consciously. During four years of study, there was never a doubt about its correctness. After all, you receive two educations at once, and you have a much wider range of future activities. Initially, you are not worried about finding a job - you will serve as an officer. Now this includes a high salary, a number of housing benefits - there is social protection.”

Marina Doronina, 5th year: “My studies at the UVC are coming to an end, and soon I will have two specialties: civilian – “Communication networks, switching systems and computer technology” and military – “Operation and repair of wired communication equipment.” I firmly intend to go to serve - I dreamed about this even before entering. The desire became even stronger after an internship in the military at one of the communications centers. There our training was rated very highly, so I have no doubt that we will feel confident in our new position. I would like to be assigned to the Southern Military District, although I am from the Bryansk region. By the way, nonresidents live in a very good, conveniently located hostel. Among the advantages of the UVC is an increased scholarship, which in 2–5 years is approximately four times higher than a regular student scholarship and can reach 7 thousand rubles. We are given military uniforms for training free of charge.”

...Very soon the Educational Center of the St. Petersburg State University of Telecommunications named after. prof. M.A. Bonch-Bruevich will produce the third graduation of newly minted lieutenants. Almost all of them expressed a desire to continue serving in the Armed Forces. And, importantly, there is such an opportunity - there are vacancies in units of the signal troops. Their mentors have no doubts about the successful start of the graduates: they are all well prepared and truly focused on service. Well, if things don’t work out, then after three years of officer service you can return to civilian life and continue to build a career. Historical information

Between 1960 and 1993, the institute was considered a leading university in its field. In 1993, the status and name of the educational institution changed. Now the institute has become the St. Petersburg State University of Telecommunications named after M. A. Bonch-Bruevich. It still operates under this name.

He worked there until the university was liquidated and became part of the Mining University. There was no vacancy for Bachevsky at the new educational institution. His search for work led him to Avangard OJSC, where he began scientific activities.

In 2011, Sergei Viktorovich Bachevsky came to the University of Telecommunications. Here he was appointed to the position of rector. Bachevsky held this post for almost 6 years, but quite recently a shocking event occurred. At the beginning of 2017, the rector was detained by the Federal Security Service because he was suspected of exceeding his official powers. University staff do not believe that Bachevsky could have committed a crime, because he always worked for the benefit of the university. While the investigation is underway, the university will be led by Georgy Mashkov, acting rector, first vice-rector of St. Petersburg State University of Technology, professor.

The history of the Smolensk College of Telecommunications began in 1930 of the last century. At first, the secondary specialized educational institution was independent, and in 1998 it became a branch of the University of Telecommunications.

The year of foundation of the Arkhangelsk College of Telecommunications is also 1930. For a couple of years it functioned under the name of the Northern Regional Electrical Technical College. In 1932 it was renamed the Arkhangelsk College of Communications. In 1999, the institution became part of the University of Telecommunications and continued its activities in Arkhangelsk as a branch of the university.
